Understanding OSHA 29 CFR 1926.1153 Table 1
Respirable crystalline silica (RCS) is generated during concrete sawing, asphalt cutting, masonry joint tuckpointing, and core drilling. OSHA standard 29 CFR 1926.1153 protects construction workers by establishing a Permissible Exposure Limit (PEL) of 50 μg/m³ over an 8-hour time-weighted average (TWA).
Table 1 provides a safe harbor for contractors: if you follow the exact equipment control measures specified in Table 1, you do not need to perform expensive personal air sampling or monitoring.
Equipment-Specific Table 1 Requirements
1. Handheld Power Saws (Cut-Off Saws)
- Outdoor Operation (≤ 4 Hours): Continuous water delivery system to the blade. No respirator required.
- Outdoor Operation (> 4 Hours): Continuous water delivery system PLUS APF 10 respirator (N95 or half-mask).
- Indoor / Enclosed Operation: Continuous water delivery system PLUS APF 10 respirator regardless of shift duration.
2. Walk-Behind Floor & Street Saws
- Outdoor Operation (≤ 4 Hours): Continuous water feed to blade. No respirator required.
- Outdoor Operation (> 4 Hours): Continuous water feed PLUS APF 10 respirator.
- Indoor Cutting: Local exhaust ventilation (LEV) or water delivery with forced building ventilation PLUS APF 10 respirator.
3. Stationary Masonry Saws (Block Saws)
- Continuous Water Bath: Enclosed guard with continuous water pump delivery flooding the cut zone. No respirator required regardless of shift duration.
Mandatory Written Exposure Control Plan (ECP)
Even when following Table 1, employers must maintain a Written Exposure Control Plan (ECP) detailing jobsite tasks, engineering controls, housekeeping procedures, and restricted access zones.
